Scale Payment Delivery Offices (SPDO’s) - POL Closures

Further to LTB 005/16 the Outdoor Department has remained in discussions with Royal Mail nationally with a view to agreeing a Terms of Reference (TOR) to cover the unusual and exceptional circumstances that currently prevail regarding SPDO closures/mergers as a consequence of POL serving notice to remove the Mailwork from Sub Post Office’s as part of a POL Transformation Programme.

A TOR has now been agreed (attached) which was ratified by the Postal Executive at its statutory meeting on Tuesday 1st March 2016. Branches and CWU representatives should note that this document does not replace the National Agreed Framework for Dealing with Delivery Office Mergers/Closures which should continue to be followed by both parties; it is designed to supplement the agreement and is only relevant to SPDO’s.

Andrea Bowmer has been appointed to lead for Royal Mail dealing with this programme and the Outdoor Department has nominated Mike Newport as her interface. Mike was previously the coordinator for the National SPDO Group and will be the contact point for Branches should approaches be made by the employer regarding closing/merging SPDOs. It is important that Branches notify Mike of all instances of this nature regarding SPDO’s. Mike can also make himself available to attend CWU Divisional Committee meetings to provide an update and more insight for CWU representatives.
