Has there been a new agreement saying part timers who work 3 or 4 days a week can now only claim back 5 days out of the 8 bank holidays if there rest day falls on a bank holiday.

No its a UK wide thing not just Royal Mail. Basically bank holiday entitlement is worked out as No of days work per week /5.

So a 3 day worker will get 5 days.
