Maybe because they do not complete their duty within duty time! Therefore incur ot regardless of lapsing. If you can complete lapsing work within your duty time there can be no complaint. Are you talking about why do people who come in on say their day off on overtime not have to do the lapsing associated with the duty they are on?
If that is the question/situation it's simple, because they're on overtime. If they've it agreed with a manager they can basically come in and do whatever amount of overtime they want. They shouldn't be getting paid the hours associated with the duty though in they're entirety if they aren't doing the lapsing, they should just be signing the sheet as they leave.

I think hes talking about people who do OT covering walks after their duties. They will take out their own duty plus their OT, once they have completed their own duty (with plenty of time to spare in their duty time) they will go straight to their OT and not return to the office first to get any lapsing that they should be doing if they have time left.

Maybe, the managers who want to encourage staff to work their day off can only do so if they tell them that they don't need to lapse as well??
On the face of it, shareholder value is the dumbest idea in the world.

Ghost overtime was supposed to be put to an end. No one should be getting paid twice within their contracted hours.
If you tolerate this, then your paid break will be next

Manager is relieved
OPG tells manager he won't cover the walk if he has to do lapsing
Manager can fail walk or agree to OPG's demands
It's not fair but it's a no-brainer if you're a lino. The only solution is to kick up a stink about it via your rep or send an email to the area manager asking for clarification on the matter
DIMs tend not to like it when staff do that
