Block on leave until next year

So I booked some time off for October (one weekend and a week) in good time for it to be authorised, but later found out that no holidays would be processed until January because the DO has exceeded their maximum holiday allowance (or something).
I'm letting people down by not being allowed this time off and I'd like to know if anyone can explain how this is possible? Is there documentation anywhere that says this is permitted at all?

Your annual leave should all be sorted out the october before, so by the end of this October 2015 all your annual leave should have been sorted out for next year's annual leave year, it's in the way forward agreement

So on November 1st, if no 2016 leave has been sorted, can I write a letter to the DOM insisting on at least some of my 2016 leave (specifying certain weeks)?

You're holiday isn't a CWU requirement or anything like that which can be delayed/refused.
It's a legal requirement.
Insist you take it, it's their problem not yours.

If they have say 50 staff, and only allow say 45 staff to have all their holiday what are they playing at?!

Legally you only have to give the same amount of notice as days of required.

The company has to legally allow you to take leave as and when you request it.
There is how ever the proviso that that they can refuse it for "Operational reasons" it's a handy get out clause.

Companies can stop you booking anymore leave, but they cannot stop you taking leave that has been booked before the cut off date

incorrect it's twice the length of the time off you want, if you want a week it's 2 weeks notice,

if the company is then going to refuse that request they must do it 1 week before (same length of notice as length of time off requested)

you can't insist but you would have either a slam dunk case for a grievance if you put it in or a disagreement if the rep put it in for the whole office
