How is Manual Mail counted?

Now, I understand how SEQUENCED is counted, as it has passed through a machine, but how do these clever chaps now how much manual mail you have to prep without even having to count it?
Every day we get shown to 2/3/4 different frames with a huge pile of manual mail to be sorted into it, but the DOM can tell us TO THE LETTER how much is there and how long it should take to sort.

Are they basing how much manual mail each duty has (% of the office total) based on what % of SEQUENCED mail it gets, because that is seriously flawed.

eg,
Duty A gets 2.2% of the total office sequenced mail, so it will get 2.2% of the manual.
Duty B gets 3.1% of the total office sequenced mail, so it will get 3.1% of the manual.

etc, etc, etc

It's not counted as such, each container type has an "average container fill" (ACF), so for every container scanned, say 20 boxes of manual letters are scanned the value your DOM gives you would be 20 multiplied by whatever the value of the ACF is for manual letters. Some boxes will have more then the ACF in and some will have less.

Mech mail, tracked and specials get counted. Manual letters, large letters are a guesstimate. Parcels are currently a guestimate but will be counted once the parcel scanning has fully kicked in. I can't see it being too many years before manual letters and large letters also get tracked all the way

I remember the good old days when we weighed everything, that way the number was consistent, now we get told and those are the figures that the bosses work on (which is probably why the offices are failing so badly).

yes and the dims seem to forget about the d2d count as well , the figures are way off. just count your mail everyday and show him and if he doesn't believe you ask him to count your mail , what his face .lol

Nor are the tails, nor are the pins! Who uses pins anyway? Use blu tac or chewing gum or spit. Does the model week allow for the chewing of the gum?

Why is it seriously flawed?
We used to do a sample of the manual mail - prep 500 items and see the percentage for each walk and it was always broadly in line with the mech percentage.
Walks that get a lot of mech also get a lot of manual. Walks that are light on mech tend also to be light on manual.
It is not impossible for that to be incorrect and I can think of scenarios where it would be, but they are few and far between.
