Ex Employee wanting reference

Someone I know is a long term unemployed ex royal mail employee , was made redundant in 2009 (mail centre closed down)
How does he contact the 'Third party enquiries' for the purpose of arranging employment references? He would like their postal address, phone no. email.....
Says he tried asking at a local office ,but they didn't know . He also contacted RM it self but they didn't know either !
He doesn't drive. Looking to get back into processing duties only .

Used to be somewhere in Bristol that dealt with 3rd party references, try phoning HR if they don't deal with it they might give you an address for the offices that does deal with it
