yes

meal relliefs are not based on contract hours, but attendance times.

ive noticed on this table there is no splitting of breaks if they are less than 40 mins....yet my driver is part time with a break allowance of 30 mins. and he takes 10 mins then 20.

The splitting of breaks column is "probable pattern" it's not against working time rules to split a 30 min break as long as there is a 20 min break in the attendance that is not taken at start or end of ahift

so if they have a 4.15 delivery span, 20 min break,takes them up to 4.35, 30 mins tie down= 5.05, then travelling to and from dely point, say 20 mins =5.25 x 5 = 26.25 where am I going wrong, it cannot be done, I believe this is what happened in my old office!!!

in our office 24 hour contract have no tie down time, del is fully prepped and bagged prior to their start, they have 20 min break 13 min travel time and rest on delivery

In your example, you have gone past a 5 hour day, so you are entitled to 30mins of paid break.

You might not be "going wrong" at all, the planners made numerous duties at my depot unachievable without overtime, if you follow their time guidelines for general indoor work; duty prep; outdoor work... Unless you come in early unpaid; don't take/claim all your paid break entitlement; don't use correct delivery tools; filter mail for next address while walking (instead of standing still to get this mail ready at the previous address) etc.
