In our office we had a vacancy on a walk, our DOM has said he has four too many reserves but he has allowed a transferee from outside the area ( a mate we think) to come in and fill that vacancy, this can't be right can it? shouldn't the reserves be given first choice?

not if the person who gets transferred in has more seniority, and then someone already at your D'O with even more could get it,
if its been advertised then its down to whoever applies, if they give it to someone below then you have cause to complain,
our spare duties very rarely get advertised, just have reserves placed on it indefinitely though its not theirs officially, especially on a bank holiday week!

The person transferring in's seniority does not matter, it should be advertised internally first inline with the way forward agreement, most senior person who wants it gets it, duties move around and then the transferee in gets what's left, even if that means a pt staff member is made up before he comes in he would then only be able to get the resultant pt vacancy if he wanted it

Can only do that for 6 months then vacancy should be filled anyway, and if he tries to cut the hours from the office with out agreement then another stage 1 disagreement should be put in
