How does your office function regarding summer lapsing?

Basically there are 4 sorts of posties at our place, regarding summer lapsing:

those that take it out only if they have time to do it in their duty time without booking OT, about 49%;
those that always take out their lapsing no matter how heavy the mail is (but book the OT), about 30%;
those that never take it out no matter how light the mail is (but always magically turn up at the correct clocking-out time), about 20%;
those that clear up the leftover bits that nobody else took, about 1%. (Actually it's way less than that. It's usually just me.)

Does that sound normal nationally or are we oddballs here?

Its Spring Summer Autumn and Winter lapsing
About 70% take the lapsing out and 30% don't
DOM gets the other 30% done by the 1st ones that come back, (runners and early starters) and if there is any left the docket kings hoover the rest up

Acronym PILON ( Payment in lieu of notice) but summer lapsing with RM means pile it on to another duty.

Well I Was one that never took it and magically got back on time because I always did the job properly. What's the point of rushing round like a twat to come back early and get sent out with another bundle.
These duties are very very close to being about right if you do the job as it is meant to be done. In fact half the time I never even completed. Just told my Lino that I didn't think I could get finished and then make HIM make the decision.
Remember the planners have made these walks to their optimum limit. Anyone who gets done early needs bloody shooting, even on the lightest days.

We lapse 3 walks between 15 of us all year round they even wanted us to do it during xmas pressure last year

Last year we had the lapsing asorbed into our duties. Now we are lapsing again for summer. The dom has given each duty so much each. Some 40 houses some 80. And guess what we have to take it out, no questions asked...if you say you will b over he threatens staff with suspension.

Well let him attempt to follow through with his threats,you have nothing to lose.
From what you say there are only two possible outcomes,you will get suspended/sacked for not clearing an unmanageable workload everyday,or you will get suspended/sacked for absence caused by ill health due to clearing an unmanageable workload everyday.
You have to challenge him NOW,every day you leave it makes it easier for him to carry on acting like this.
