How do you change a local agreement made years ago

This cant be part of national agreements the reason i am asking is about election material payments the difference in some offices are nearly 3 times what we are paid , now we all do the same job ,work for same company and pay same union so why are we different and how could we change this in our unit .

The union debated this issue on loads of occasions and there was a fear that those with the best agreements would have to take a cut in order to fund those who did them for nothing and those who did not get more than door to door.
The union at conference agreed that we should get a national agreement which did not mean winners and losers and thats what they got. Of course if you were earning nothing you could not go straight up to 6.5 pence but you got higher than you started with.
This agreement was supported by the whole of the union, in fact what helped was an office from Leeds who came to conference who were out on unofficial strike action becaue they were being asked to perform election material for nothing.
In fact the London agreement which included the conscience clause became the benchmark for the national agreement. In fact it done what you all support the national agreement removed all local agreements.

You'd think that after all those years ago that the agreement was made, we would all be equalised by now. How long will members have to wait before the CWU decides to make us all equal, after all, we all pay uniform subs to the CWU.Of course if you were earning nothing you could not go straight up to 6.5 pence but you got higher than you started with.
Mmm, maybe we should pay CWU subs at a rate that reflects how good a deal that the local branches have negotiated

I never quite understand what a National Agreement means.
Is it a National Agreement or just a sop for something that whoever can overturn?
And why , if there is a National agreement , why would it be acceptable for people have to 'earn' the right to go up to the agreed level?
Have I missed something (and please correct me if I have)

Would those areas currently receiving the maximum be prepared to drop to the average in order for those on the minimum to be raised to the average?
Apparently not.
Some trade union we are.
This isn't a drop in wages we are talking about, it is an extra payment every few years.
The union should negotiate a level payment across the board for the delivery of election material and the union should explain to the members why this is for the common good.
After all, we are constantly told if you speak to the members and explain the issues ...........

Think the payment will cease before the union has the balls to sort this out to many of the bigger offices got the better deals going and i bet there are a lot more deals we know nothing of .

So when the CWU done the deal on the delivery supplement to equalise the payment across the whole delivery workforce which included the then Annual budget for D2D recieved by the workforce and then the whole budget recieved from the pre 0600 allowance paid on a permanent basis in addition to basis pay pro rata. Did everyone jump for joy it had been equalised ? No they did not.
Royal Mail would like to end the payment of election material that's is a fact. It is only the union which stops them.
Let's be clear there are numerous payments which mean offices are different , ex bonus money on a reserved rights basis , ex PHG supplement and over time rate , ex drving allowances , RRIS payments and London Weighting and even Scottish Island allowances.
The union could have equalised the payment by putting it into the delivery supplement but it would increase it by a fraction but it would be paid weekly. However lets be clear the union knows the trouble there would be if it suddenly announced we are going to harmonise the payment.
Every union has different local agreements , the problem is that no national agreement can cater for 1600 different delivery offices and what members perceive as important be that start times , attendance patterns , earnings , ratio of full time part time hence why every national agreement allows offices to negotiate on some of the issues which impact in their workplace.
