So, when the IWT says an office has five hours surplus indoor time, that five indoor hours automatically become outdoor hours? (eg: we have five hours spare after doing the prep, so we're lapsing a walk today.)

Do we still draw a distinction between indoor and outdoor hours?

What would you want to do with the hours?

Think of it on an individual level:
If you are given 90 minutes to prep a duty but it only takes 60, you have an extra 30 minutes to deliver (lapse)

Alternatively you use those 30 minutes to do more indoor work which means your p/t ratio increases or your p/t staff get less contracted hours.
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.

OK:
According to your model week, your duty will receive approximately X amount of mail and is therefore allocated, in line with your office EP a certain amount of time to prep it.
But the mail is below the model week. Therefore the time taken to prep it is less. And that is why there are surplus (indoor) hours that can be used to lapse (outdoors)
There isn't any "performance standard" involved - just a realisation that 1000 items can be prepped quicker than 1 500.
There is no threat of conduct code for anyone not achieving that standard.
But the volume of mail is below the volume at which the office's model week was set and consequently, on those days, the office will have the opportunity to lapse.

That also doesn't mean every duty can lapse.
Although the mail may be lower, an individual duty may have a council mailing meaning the call rate is higher than expected.
Or another duty may have a lot of packets/Special Deliveries which means the attendance rate is higher than usual.
In which case their surplus indoor hours will be used outdoors on their own duty.

Alternatively everyone could just work slower when the mail is down and avoid lapsing that way.
Obviously that will provide the efficiencies required to save the USO.
Is that your preferred solution?

our model day was 700 items under and still they lapse lucky if we were 20 letters each short , i was on time with no lapsing yard was empty so can someone tell me does a model day count for anything or is it just lapse at all costs .Our model is 49500 /actual was 48800 with roughly 50 duties in our office .

What if traffic is forecast above model week? But that iwt says we still should lapse outside?

There are too many variables in this job. Ignore the iwt and whatever figures the management make up. Go on what you see and what you've prepped, and if you think you haven't the time, then don't take it.

The IWT means Indoor workload tool and has nothing to do with measuring outdoor workload, it's quite clear that a decline or increase in mail effects indoor work far greater than outdoor. The easiest way to measure outdoor is what numpties think it's clever to come back way before their finish time, send them back out!

So why do we get told, err ,sorry, asked to lapse when we are 20% ABOVE model traffic?

Are managers allowed to put extra hours indoors to increase their lapsing outdoors.

If not where is this covered in any agreement.....

Since April the process has changed from Save,save,save to the new buzz process of resource to workload?

The IWT will be used to identify the required hours for the traffic at the weekly agreed BSI.

You then draw up a plan to achieve the indoor hours by flexing up or down as has been the process for the last 8 years :left:

Normally the DOM/DSM would be happy to ignore this process and continue with save,save,save approach.

Yet we are not Royal Mail anymore but a PLC which means the regulator, stock market,etc are keen to see us show that we can measure and maintain performance on the indoor, so we shared with them the IWT. I understand they have access to the tools and when Royal mail made an approach concerning loss of income due to WHISTL, they said come back when you can demonstrate that as a company you can actual measure,plan and resource to workload. Some units have a sort BSI on Mon 220 and 55 for a wed,etc so resource to workload came back.

Unfortunately we have a large number of DSM's,DD who are old school and just ignore this new way of doing things, so the performance within the unit still goes up and down as before.

The difference being now is these managers will be forced to adhere to the process sooner rather then later.
