Hi all,
I am looking for some help before speaking to my manager. I am wondering what the official process is for advertising jobs internally. I.e If there is a retirement in the office, should the post be advertised in the office? Should it be offered to casual staff on part time hours?

Way forward agreement...14.4 Where a full-time post is advertised internally, it will be available to all full-time employees and part-time employees, who have opted for full-time employment, in that resourcing unit. The posts will be filled on the basis of ‘most senior individual’. Where a part-time post is advertised internally, it will be available to all employees as above and filled in the same way.
14.5 The resulting vacancy will be temporarily filled by a reserve, a surplus employee, a transferee from within the wider resourcing area or another resourcing area or by direct recruitment in line with the process above.
14.6 When the number of consequential vacancies in the resourcing unit reaches 5%, or after a period of six months following the last such exercise (if earlier), the posts will be advertised in the resourcing unit, en bloc and filled on the basis of seniority. If this results in any further vacancies, these will be filled, using the same process as above.

Can you offer any further advice, a job which i was covering was given to someone outside the office without it being advertised in my office (Or offered to me) I have been told numerous times I am next in line for a full time job and seem to have been shafted out of this one.
I am going to try and arrange the a meeting with the manager at the end of the week (after I've finished training the guy who has been given the job)

But there are other sections about transferees so its best to visit the link Postman provided and research it as you will know better what is and what isn't applicable in your circumstances.14. 3 The process for resourcing full time and part time, non-specialist posts will comprise one of four options, in the following order, unless agreed locally to change this order:
•internal advertisement of the job within the currently-recognised resourcing unit/s
• deployment of existing surplus employees

I will have a look today.
The guy who has taken the job relocated to retire and by chance emailed my boss to see of there was anything going. My boss replied with an offer via email without it being advertised in the office/online. The new one has been made permanent on the job.

Who told you that you are next in line for a full-time job??
The process of advertising vacant duties (for everyone) should be every 6 months.........in a very well-organised, efficient, smooth running delivery office

Answer is no. You have not been 'screwed over by manager '. Common practice now mate.
Fellow workmates have been promised full time hours for years. Average in our office is 10-15 years and still part time. Absolute disgrace.

We have part-timers who work in our office.
Some of them come in over an hour early before their start time. I think to myself why on earth would managers ever look at making them full-time when they are almost willingly working full-time on part-time pay??
The Union want more full-timers so they next time they have a re-pick of duties...maybe we will see more full-timers...on 30 hours a week
