Dear Colleague

Bespoke Door 2 Door Item 5th and 6th May 2015

Branches and CWU representatives should by now be aware of a D2D drop scheduled for delivery on the 5th and 6th of May 2015 on behalf of the Labour Party. The items are due delivery on the days in question in line with the terms of the contract agreed between the Labour Party and Royal Mail. Due to the urgency of this contract and the lateness of the formal discussions we have agreed with Royal Mail that they will pay the current pence per item rate appropriate to the delivery unit for the delivery of the items in line with the national agreement covering the delivery of election material.

It is important that the delivery units affected enter into dialogue immediately to put plans in place to deal with the items.

The joint statement is designed to help CWU representatives and DOMs arrive at sensible operational arrangements through local dialogue. Whatever was agreed in respect of resourcing to workload for next week will need to be reviewed to varying degrees in light of the joint statement and the fall to earth of the items. Overall this contract applies to just over 4000 delivery routes and less that 10% of delivery addresses, so there are many units who will not be affected.

Serious consideration will need to be given to the provision of replenishment and any feeder runs required to support this; it is important that H&S issues are taken fully into consideration indoor and outdoor.

Attached to this LTB are the agreed Joint Statement and the files containing the postcodes, delivery routes and numbers of items due for delivery on each of the days.

It would be appreciated if all Branches could please ensure that this LTB is circulated to all Delivery offices and CWU Delivery representatives without delay.

National Joint Statement Royal Mail & CWU
Door to Door Drop 5th/6th May 2015

Introduction

Royal Mail has won a major contract (2.3M items Tuesday and 1.7M items Wednesday) for a Door to Door drop across numerous postcodes and will need to be delivered over two specific days only– Tuesday 5th May and Wednesday 6th May 2015.

Product Specification
Each item is letter size and will not require folding.
The items will be presented from the WBC in bundles as per normal, so affected walks can expect the correct number of items to be presented to their delivery.
It is essential that the items are delivered over the two day period and on the specific day.
The booking will not affect all postcodes and may not affect all walks in the affected delivery units.

Delivery Office Operational Arrangements

As a result of this Door to Door contract both parties have agreed that the normal arrangements contained within the BT 2010 Agreement for delivery arrangements will be adjusted and strengthened, and the following will be put in place for all affected delivery units.

Urgent discussions will take place between the DOM and CWU rep to agree suitable arrangements including replenishment and feeder services to support the delivery of these items. Where necessary release will be provided for the CWU representative.
All normal Door to Door items will be delivered at the discretion of the delivery OPG which can mean only delivering other items on Thursday and Friday.
The 5th and 6th May items will take precedence over other D2D items on those days.
Resourcing plans for the w/c 4th May will need to be urgently revisited to ensure the bullet above and all the items for the 5th/6th have been fully factored into any plan/arrangements for this week. Taking fully into account the increased call rates likely to occur during this week for the affected delivery routes.
Any requirement for additional indoor hours during Tuesday 5th and Wednesday 6th May will be discussed and agreed as necessary to enable the items to be allocated to each delivery frame. The items will be presented to all affected walks prior to the commencement of duty on both days.
Where there is a requirement for extended delivery excluding the D2D items this will need to be agreed separately to the unit payments. The items themselves do not attract overtime.
In all instances H&S will be a prime consideration.
All items will attract the pence per item payments normally associated with the delivery of election material for the affected units



Any operational difficulties should be immediately raised with Delivery Directors and Divisional Representatives for resolution and practical solutions.

any news on which postcodes ? will they just be targeting conservative lib dem safe seats ?

Worth noting that it may not affect whole offices within certain postcodes - for example G codes where there is a split between Glasgow South and Glasgow central

Most of our office has got them, we have quite a few deliveries who have 6 or 7 D2D every week as well. I expect a lot of miserable people next week, well more than usual!

There are advantages, you get to wipe your arse on Miliband's face,although he is considered such a liability he doesn't appear on a lot of leaflets,so the effect is somewhat diminished and er....... No it's gone.
