Is their any way to get out of RM after a buy down within 2 years without loosing the money you have been given .?
Was thinking like a year career break ,unpaid ,then leaving?

*Definitely VR,EVR and I suspect although you would need clarification IHR since the payment would be based on your reduced hours anyway.
A career break just suspends your service so not likely to help.
* Based on Buy Down (hours) not Buy Down (grade), If you buy down your grade you have to pay the money back no matter what the reason for termination of contract is.
