REGARDING HCT TROLLEYS

ive have a question for my fellow postman . in my office most postmen use a shared van to deliver the mail, but two of us still have to use hct trolleys to deliver our mail.
As in the past we have been told not to leave these trolleys unattended for more than 10 mins , but due to the fact on my delivery i have quite a few blocks of flats its impossible to leave my trolley for only ten mins and i have explained this to my manager but still nothing changes. my question is if this trolley is broken into or stolen while im away for more than 10 mins am i responsible for this ., thanks for any answers.

I use an HCT for my delivery and was stopped by IB outside an office block i deliver to.
There are so many companies in the block to deliver to with numerous SD and RD items everyday that a 10 minute limit is impossible.

The IB asked why i had been away from my HCT for so long and i explained the reasons above.
Whilst the lids on my HCT were locked i hadn't used a padlock to prevent it from being stolen completely and this was a major issue according to IB.
I explained to them that i had informed my DOM of all this and the lack of a padlock.

They visited my DOM and told him of the need to ensure security of the HCT on deliveries like this.

That was all over a year ago - still nothing has been done.

I would say if you've made your manager aware and are able to lock your HCT up (lids securely locked and also a padlock on a wheel type of thing) then there is nothing for you to worry about.
You could protect yourself by asking your manager for written confirmation that you have made him aware of the issues you mention i guess, but he should have completed a risk assessment that should highlight these issues.

Why is it impossible to leave your trolley for less than 10 minutes?

its impossible because one of the blocks i deliver to has 18 floors in it, it was postmen in our office that sorted these deliveries out.

if i put this in writing to the manager as ive already spoken to him about it will i then be covered if anything ever happens

will the HCT fit in the lift ?

it might if i stand it upwards but i wont be able to get it down the stairs lol

I really don't understand why people do this.
The trolley is meant to be pushed from delivery point to delivery point except where blocks of flats or terrain prevent this.
This keeps the mail secure and the weight off the body.

Again no you won't be covered as he had told you specifically not to leave it for more than 10 minutes. What you need to do is ask him specifically how he wants you to deliver to these flats and follow that instruction then you will be covered
