Colleague being refused help from DOM in transfer request

As above,
A colleague and friend was preparing to move from a delivery office in Manchester to an office in Portsmouth,
i believe he has even been to see a manager down there who agreed in principle to it, and asked my colleague to request his manager here in Manchester to ring him to finalise it,
when he did ask our manager, she flat out refused to ring him, essentially blocking the transfer,
i believe he is seeking union assistance, and has spoken directly with her manager,
but he has lost hope in the situation, and is preparing to resign in the VERY near future as he is moving house to be there.
can anyone offer guidance/advice ?

Has he applied for the vacancy on the Royal mail internal vacancy site? If so then nothing to worry about as that's the correct procedure and his dom has nothing to do with it

If he has arranged an unofficial transfer (or tried to) and not gone through the website then he is unfortunately going to have try and get his dom to help

No Manager is going to help you if they're going to leave themselves short staffed! We are a Big company and you'd think they'd like to keep experienced staff within the Business but it never seems to work that way. Little People in Big Jobs! If there's nothing in it for them they can't be arsed.
