Royal Mail knows of no other measurement of its quality of service that gives results with the geographical coverage and degree of reliability and accuracy in the figures obtained by TNS. In the third quarter of 2014-2015, TNS measured quality of service by sending more than 128,000 sample letters and parcels to more than 7,300 addresses.

Surely 128,000 sample letters is too small a sample as it amounts only to just under 1000 per postcode area.
So Carlisle (CA) will be 958 out of 1000, St Albans (AL) 955 out of 1000, York (Y) 951 out of 1000, Bolton (BL) 950 out of 1000, Sutton (SM) 950 out of 1000 and so on
except that the sample could be only half that if second class were equally tested.

They are paid for their work and so aren't really volunteers and they record, on a daily basis, exactly what they receive ( stamped, meter, PPI, DSA, etc. ) but NOT when it was sent - well that's how it was ten years ago and I've no reason to believe it's changed.
