Sent to work at another office - question

Friend at my office is on indoor duties at the moment,his normal duty is 'lates' 10.30-18.30ish doing any half of delivery as instructed and then a collection.
Due to a medical condition he has not been able to drive so he has been working indoors in the locker mainly.
They have apparently now told him that they want him to work at another office(mail centre) until he is able to return to his normal duty.
Can he insist on starting at our office at his normal start time(10.30) and then be taken to and from the other office to finish at his normal finishing time?
Also,is there anything I can print off to give to him to show the dom,i.e agreement.

Areas will identify and agree with the CWU locally a approach (which could include the use of volunteers and reserves) to working in nearby offices within employees’ contracted hours which will include travel times and appropriate travel and subsistence arrangements.

the travel time - from his own office to the mail centre and the return journey back to his office - comes out of his contracted hours - so if the travel time to and from the mail centre totals 1 hour, that travel time comes out of his contracted 8 hours.

You could argue that he can't start before 10.30am owing to family commitments (or whatever). It would be dependent on what work is available at the mail centre up to the point where he needs to be back at his own office by 18.30pm. The travel arrangements need to be organised and agreed before leaving his own office - especially as he is not able to drive himself. What also needs taking into consideration is any training required to perform any task(s) on arrival at the mail centre.

Tell them the car needs to be used to pick up kids and it is not available outside his usual working and commuting hours so they will have to make sure he starts and finish's on time from his place of work.

It would be dependent on what work is available at the mail centre up to the point where he needs to be back at his own office by 18.30pm.

Probably the early part would be just 2C parcels, as by 10:30 all the 2C manual letters and flats will likely have been sorted and boxed up. The bulk of the work available is likely to be sorting parcels. There might be DSA manual letters and flats but if depends on what time the DSA gets released by

If his illness is one covered by equalities act then the pay and mod agreement won't really apply unfortunately and any change would need to be a reasonable adjustment which may include a change in working hours and also going direct to the mail centre rather than reporting at his own do it all depends on the assessment done by oh
