Annual Leave Problem/Special Leave

Looking for some help regarding a co worker who wants to swap 2 weeks leave to september.

The DOM is on annual leave at the moment (How ironic) and has all the leave information on his laptop so there is no way of finding out if their is the flexibilty to swap weeks to go on holiday.Past history says that even if there was it's too much trouble on his part to do it and it will get refused without even looking at the options.

Worst case scenario what are the circumstances for "Special Leave" as the precious budget is all managers seem concerned about these days ?? Could you take 2 weeks special leave and not get paid for it ?? Obviously the longer the manager messes about the more flights/hotels increase etc.Not that they care in the slightest.

Any help appreciated.

There should be no reason why you cant swap 2 weeks with a colleague as the time will still be taken off, just by a different person.
Special or rather unpaid leave should be granted provided the weeks can be covered.
Just say NO ....to the new agreement.
