What's the rule on making time?
E.g you make 30 mins on a Monday and 15 mins on a Tuesday does this mean you owe them 45 mins if you go over that amount on a thurs and Friday?

Agreed you owe them nothing if you finish early now and then. It is their place to find you more work. If I do finish early one day I don't mind being a bit flexible just to be nice later in the week but only 10 or so minutes of niceness.

Im aware of a few who rush round, finish early go home but agree with manager they'll come in early the next day to give back the time. Is that same as banking of hours?

Thats Voluntary banking of hours, and although daft and outside of national agreements, and there is nothing against it in employment or contractual law, its entirely up to the individual.

i think tbt is saying dont start early why would you want to start early i bet those you mention above dont agree anything they just come in early and give you that excuse

No official policy, formal record, accountability or risk assessment on delivering in adverse conditions after severe weather, but the final and in my opinion decisive point will be do you trust your immediate manager. I do, but my advice would remain the same.
