Given the usual pep talks about health and safety in wintry conditions, why do the vans not have anti-lock braking systems (abs) fitted, as it's pretty much a standard feature on modern vehicles, and why no winter tyres?

The vans certainly should have ABS fitted (think it's mandatory for anything <7.5 tonnes for years now), though it's not necessarily a help in the snow. We got winter tyres fitted last year, when it promptly didn't snow. They've since been removed and disappeared so I guess some manager somewhere reckons it wasn't "cost effective".
