I was recently told the business plans were put on hold and was told today they are back on. What's the official word?

The CWU have protected your terms and conditions under the agenda for growth. However the price for those protections was that the industry had to become more efficient.
We have of com who are refusing to step into protect the USO , some on here seem to be oblivious to the fact that if the USO goes then many of us will face the reality of the same treatments at those employed by city link faced over christmas !
The joint statement reached prior to christmas said every office had to have a review to establish whether traffic has declined or increased and where producvity stood. In some areas where Amazon are still in operation as it is too expensive for them to go to other carriers then traffic is still growing and you may need an increase in hours. However in those areas which have seen the effect of a combination of the recession , the move to more on line bill paying , the impact of click and collect and the effects of whistl and Amazon then traffic has dropped and if your hours in the office have not reduced you are less productive and a revision will be needed.
The CWU cannot protect every single job , no union can if the workload does not exist to support the job then in order to support the other jobs and terms and conditions in the long run then you have to do a revision. The issue is that any reduction in hours have got to be on the basis of MTSF and got to Mantain attendance patterns , reasonable average earnings and dignity and respect in the workplace agreement and of course got to be in line with the IR framework.
The reason there was a pause was that there are area delivery reps and DSMs meetings in Edinburgh for the North of the UK , a meeting in Birmingham and a meeting in London this week to go through the new revision procedure , new model week formula , traffic recording verification process and a range of other issues.
What some on here forget and maybe did not do enough fighting for is that the shareholders are also pressuring to make the company more efficent so they can more of a return.
Few industries face the scale of change we face and for perhaps the first time the UK delivery offices are not all in the same boat. Some will not see any reduction due to the competition but will be more at risk if the USO goes then those who are seeing the competition as that is the area where the growth in the market is hence the competitors entering into those areas.
Anyone who thinks the CWU or anyother union has a veto on change and can protect a job even if the work has been reduced by 20% and the revenue has been reduced by 30% needs to take an enconimics course.

It's the same old story though dingo, nice meetings for the area reps, lashings of ginger beer and cucumber sarnies but no communication to the front line staff except of course what management are communicating.
Members see jobs going, they see deliveries getting longer, they see less indoor hours and more part-time staff, those are all easy to spot but it's difficult to see a reduction in traffic.
We haven't fixed or even addressed the underlying problems with the union structure despite having many opportunities so now we're paying the price, the members see chaos and job cuts on the shop floor and because a lot of them haven't seen an area rep in years or ever set eyes on a divisional rep they are completely in the dark and blame the union.
They are right to blame the union, not for the job cuts which were largely inevitable but for its pathetic attempts at organising and communicating with its grass roots membership. Whatever this new formula is Dingo they need to get it right, simple fact is you can delivers road after road of letters straight through the door, packets, scanning packets, getting sigs, DTN, scanners that beep low battery every 2 seconds all take time to deal with. RM seem to believe it takes no extra time. On one revision they did in our office they gave me zero minutes to deliver a block of flats, not a massive block, maybe 4 floors and 14 flats if I recall, zero minutes.

Fish the issue is not so much communications it is what you communicate which really matters.
The elephant in the room is what are we basing efficiency on ? is it IWT for the indoor and geo route for the outdoor or is what the regulator excepts as the measurement for efficiency items per gross working hour or items per work hour ?
The next lot of reviews are not going to be in the main planner led as Royal Mail have just rid of hundreds of planners. They are going to be good old fashioned collective bargaining based on information.
You suggest that time on delivery is increasing and that is in the main right as attendance calls have increased and if someone is doing delivery to neighbour and with increases in delivery points this time is in fact increasing out on delivery plans.
The problem is with the loss of letter mail be that just due to the recession , digital revolution or indeed because whistl are now doing the work , your call rate is effected. In some places you will not see this particular in more rural areas but in urban areas you will include places like Edinburgh and Glasgow who are next on whistl"s agenda then instead of maybe delivering 3 items to each address you may deliver 1 item of 90% of addresses. The result is a fall in revenue and a reduction in call rate and a significant reduction under the roof on the indoor.
Now in terms of changing the structure , do you really believe handing over the area rep and divisional structure and then giving all the responsibility to the local rep will move things forward ? A significant number of local reps I speak to only stay on because of the help and support they get from the area reps. If a local rep does not get the support and help from the area rep then they are operating already in the environment you suggest is the answer for the future so how are they getting on now ?
Each local office and each area represent a significant amount of money for Royal Mail and a DSM area is worth millions , do you really think that Royal Mail are going to allow the DOM to make their own decision , hence why they are micro managed now and why local reps often cannot get DOMs to agree anything before they speak to the DSM who then speaks to the Director.
In terms of why the session is for area reps and DSMs and Divisional Reps and Directors is that they in turn then must take the DOMs and local reps through the same session. We have already arranged this in London for later this month.
There are too many want to blame everyone else then to take a look at themselves to see what more they can do to move their office on. It so easy to come on here and play the blame game , maybe time for some to play how to make a better agreement for your office.

dingo you say about reps having meetings this week for new revision , new model week etc , so can you tell me why we are losing 3 full time deliverys out of the office next week without the input of this new framework etc and 3 f/t staff offered vr , you call increasing delivery sizes a more efficient way of working. Dingo with all due respect, a fall in letter traffic has little impact on outdoor delivery, like you say instead of delivering 3 letters to an address you deliver one, there should be no package to tell you how long it should take to do certain tasks, deliver prep etc, it takes what it takes,If management then have a problem regarding why it takes a certain time, then the individual should be tested. Management will then see for themselves why?
The problem is indoor where the real cuts will come and we can't expect OPG'S to carry on with having more delivery, on top of what most will tell you is physically and mentally impossible already.
The only way forward is for us to accept that in the future we will have to revert too more part- time workers, you can't keep flogging a dead horse. If jobs are to go and they will we have to accept delivery rounds need to have a cut off point for being achievable physically, not like the union say an enabler.
Like fish says we have very poor communication links with our members and on top of that our members are being ignored in some areas, if this is not addressed then I can see the death of this union as members now believe the CWU are in bed with Royal Mail, if like you say it is not true and they are working together to save our futures THEN GET THE MESSAGE OUT TO THEM.

Why have you agreed to this ? The LTB which came out from Bob Gibson was no office should go past step 1 of the 6 step process. This letter to branches came out on the 18th November 2014 and told reps negotiations were on going for a joint statement and said the following
that the 226 tasks from the revision process have been removed from the normal revision process
that each step of the six process had a sign off between the dom and local rep
that local reps and Doms will receive joint training on the process and tools before they have conduct the revision
that a joint statement would follow and that there would be joint briefings in early january.
The LTB also stated the following " in the meantime we have no objections to units /reps jointly engaging with Royal Mail in phase 1 of the revision process to gather and verify all the base data. However , nobody should proceed beyond that at this point in time.
The model week guidance was sent out on 18th March along with the National Delivery Traffic measurement process and guidelines.
The Delivery Joint statement came out in an LTB on 17th December.

you tell me ? we haven't agreed to anything , we was told this morning we will be losing 3 dutys and there is a planner coming in this week , so the dutys will be removed starting next week and added to deliverys , its also like the longs and shorts which was just brought in no ballot but the area rep have just signed it off without anybody knowing , when we kicked off there was a ballot which was a big fat no to them , but surprise surprise it couldn't be overturned so we are stuck with the stupid start and finish times , oh and we haven't seen or unable to contact the area rep in question. well can you send me these as we are like mushrooms , kept in the dark and fed on s**t,dingo wrote:Why have you agreed to this ? That's exactly what I do dingo, but if my members start questioning why they are paying for area reps that only show face around election time, invisible divisional reps, national officers who only feel it's necessary to communicate a Royal Mail/CWU message to the next tier down then wash their hands of it and a big fancy headquarters in London what do I tell them because at the moment it would appear all they are getting for their subs is me and my moaning face.dingo wrote:There are too many want to blame everyone else then to take a look at themselves to see what more they can do to move their office on. Yet again , I will ask the question,"if" letter volumes are falling and I have no evidence other than my own anecdotal evidence. Then why are TNT, Whistl or whatever they are called ,so,desperate to get involved in letter delivery? It does not make sense ,especially if the industry is supposed to be dying. Although, I suspect it is grossly exaggerated for certain people's agendas.
The union are complacent and just go along with anything proposed, I am not suggesting they oppose for opposings sake , but I pay my subs and I want them to represent my interests ,not cosy up to RM management. We ,on the shop floor , see morale disintegrating rapidly, workloads getting harder and heavier and bullying and harassment is rife ,yet what are the union doing? At the moment ,I feel, they are not doing an awful lot .
