Anyone know if it is correct that EVR is only available to full time duties ?

I don't think that is true,
EVR is offered on a seniority basis, (mostly)
If the most senior was p/t, why wouldn't they be offered VR?
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.
