Dear Colleague,

Private Cars on Delivery

Branches will be aware that the BT 2010 agreement contained the following statement in the Delivery Section.

“All delivery revisions will be planned on the basis of no use of private cars. Private cars on delivery will cease upon the deployment of a Delivery Methods revision in a unit.”

However it came to our attention that there were Royal Mail Policy documents in circulation that still allowed the use of private cars on delivery at the discretion of the DOM. This was raised with Royal Mail informing them that this was a clear breach of the National Agreement and requesting that any such policy documents should be withdrawn.

As a consequence of discussions at National level we have received the following confirmation from Royal Mail.

Dear Bob,

Further to our meeting on 1st December in London I am writing to advise that with immediate effect our current policy for Private Cars on Delivery will be withdrawn.

As we discussed there are a number of units that are still to complete the Delivery Methods revision activity, and these are listed in the attached, whereby there will still be private cars being used for the delivery of mail. The business insurance policy will remain in place to cover individuals that are using their own car and have the relevant business use on their own private insurance. Managerial checks on this process will continue to be enforced until such time as the cars are removed from use.

As part of the activity checklist process (ACP) a check will be introduced for the final phase to confirm that private cars on delivery have ceased.

I hope you will agree that this satisfies our joint aim of ensuring we no longer use private cars for the delivery of mail.

Branches should therefore note that other than those units who have still to complete the deployment of Delivery Methods (See Attached) there are no circumstances where private cars on delivery should be in use, or any policy documents in circulation that enable/allow the use of private cars under any circumstances.

Please note that this applies to CWU grades, managers have a separate policy and any variation to that will be discussed as appropriate with the managers’ union Unite.

Where managers are using Private Cars on Delivery the focus of CWU Representatives should be on the issue of them performing a delivery in the first place not the mode of transport being used.

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.

Call me stupid.... why, why, why would you use your own vehicle to do Royal Mails work? What do you do if it breaks down? Hire one for the day? How much are you paid for supplying a car for Royal Mails use? I just don't get it.

because it means they can finish early not having to wait for the driver to have his break or being late with bag drops. some ppl will do anything even if it just means finsihing a minute early

I notice there are plenty south of Watford - no surprise there then. Nearly 5 years on and still no delivery methods what a load of crap, IMHO RM should impose the delivery methods and forget the agreement, after all they are ignoring many other aspects of the agreement so what's one more?

We are on that list. They tried to impose a revision, even brought in some high falutin time and motion people to get it to work. Even they said without multi-millions spent on what is a listed building, and keeping to certain legal restrictions as to access and use there is no use even trying to get P&L in here. The other offices in London, where space is at a premium and there are more historical buildings probably have the same or similar issues to work round.

We can't change you try and get 100 vans in a space that can only cope with 20.

We can't build more lifts as its a listed building and we would have 100 pairs across 3 floors of P&L trying to use 1 lift. With only 20 vans it still takes up to an hour for them to clear the building.

Its not that we won't change, I and other colleagues want to, we really can't

Yes very good excuses. Other offices have limited space and people take vans home. Our old office had a lift which frequently broke down but we managed, the vehicles had to be put in individually on rotation and taken out in the same way, but we managed whereas others say well it's an old building, we have limited space, we can't - I thought you were an ex serviceman, there is no such thing as we can't - it is we can and will. The problem is people see what goes on in places that haven't had modernisation and rationalise revisions on those instead of the ones who have modernised years ago... anyone either union or management that hasn't produced a workable plan to modernise in 5 years should be sacked.

I support of lot of what you say on some subjects, but you have a huge blind spot when it comes to these revisions, and you lump everyone together. That in itself is very disappointing.

No blind spot TBT, I see clearly when it comes to prevarication - we can all find excuses for NOT doing something, even in our everyday life but when it comes to organising change as agreed there should be no excuses. Personally I would change the hierarchy and install someone with the express instruction to institute change agreed or not, working or not because nothing clarifies the mind when modernisation goes wrong and HAS to be made to work - ask any of the offices where change has taken place and it doesn't work - it is made to work.
