Parking in the DO yard

We have a small yard capable of parking all the RM vans, unfortunately over the years more RM vans have been introduced ( shared vans deliveries ) and there is now no room for private vehicles. On several previous yard risk assessment the banning of all private vehicles has been bought up.
This Christmas we have more hire vehicles, so management took the steps to ban parking in the yard over the Christmas period only but the staff argued with this management now it looks like the ban is going to stay for good.
As both union rep and h & s rep... newish to both rolls...what should come first? As union rep I'm aware that the royal mail has no obligation to provide parking for its staff and also understand the operational needs off the business ( 38 RM vans don't go it to 34 spaces ) and as a h & s rep the need to have a risk free yard where possible. I seem to have lost favour with all the staff, if pervious h & s reps had acted this would not have been my troubles.
how do union reps who are h & s reps achieve a happy medium?

Does the ban apply to the management? It seems that they always are exempt. But as a matter of fairness the ban should apply to them too. Also a packed yard can cause probs for the 600s coming into the yard too.

yes management have been banned as well.

You won't be able to find a happy medium I am afraid, you are there to represent your own members opinions, and I understand from your post you have presented their feelings to management. Now unless they are willing to strike over it, there is nothing more you can now do. Except perhaps escalate it to area so they can get some mediation in, or they can deal with it at area level. The options is to get the ASR in to lay the law down to members that once RM withdraw permission to park because of H&S then there is nothing anyone can do.

To be honest parking is not a right, its not covered by an agreement, its not a standard contractual clause, basically its a privilege which RM can withdraw at any time.

I did get in contact with area rep's and like you said RM doesn't have to provide parking....its not easy pleasing everyone all the time is it

Even if they owned up it doesn't matter. Vehicles are parked at the owners risk, not Royal Mails, and on some Insurance Policies that means you are not covered.

Encourage all drivers to accept Overnight Retention for their vans, which will also reduce petrol consumption and wear and tear of their own cars.

Get every single member to apply for overnight retention of a Royal Mail vehicle.

Our office had a similar issue but almost half of us take the vans home now and if all goes to plan by end of Jan the other half will to.

Worth looking into if nothing else.
