What is the correct procedure when using the HCT? I regularly full up my pouch and go on a loop for maybe 40 minutes but been told this should not happen.

Depending on the security rating for your area the HCT shouldn't be left unattended for more than (I think) 5 or 10 minutes. In my office its 5 minutes (i.e. if you're delivering to flats) and it should be locked to a lamp-post or something similar. It's a bit of a no-no to leave it while you walk a loop.

Should not be using a pouch on your shoulder on a HCT assigned walk.

Low/medium/high security risk HCT ratings were abandoned a while back as far as I'm aware. HCTs can now be left unattended, locked to an immovable object for up to 10 minutes.

The idea of a hct duty is it takes the weight of your shoulder. The allowing 10 mins, which is a maximum time, to lock up the hct and deliver is for flats etc where it's impossible to take the hct with you. apart from that it should be pushed around with you as that's what it was designed to do. I'm pretty sure a loop taking 45 mins has more than 8kg in the bag which again is the weight limit for a pouch these days.
