ive just heard that some people may not be doing a full delivery and bringing mail back in the morning early on docket before the dom arrives why dont the ib or doms do van checks ? like bag checks

There been bag checks and van checks in my office . But to be fair I've only seen it once this year.

Yes this is prob happening but it will cost them their job.
