If it's a signed for sa then you are responsible for ensuring it's covered as for what takes priority delivery or collection then you need to follow the correct cutting off procedures and tell dom as soon as you know you won't complete on time to start the collection and then let him deal with the decision but end of day you are responsible for ensuring collection is covered

Unless it is a final collection they will probably tell you to complete the delivery and they will collapse the collection.

The packets folks will also chip in to collect from Post Offices or busy post boxes (but issues with keys), offices at start of collections e.g 3.15/3.30pm.
