Annual leave

I transferred to a new DO in April and was under the impression that my weeks off would carry over. I'm currently working in an spdo so getting hold of a manager isn't easy at the best of times.
I knew I had a holiday in October but couldn't remember when. After a week of ringing up trying to get a copy of my holiday sheet I was informed that whoever had sorted my transfer hadn't completed it properly and I had no holidays booked.
Having 26 days to take I asked for any available weeks to be booked. I now have 4 weeks booked in a 6 week period starting February. The last week off i had was February so I'm having to work for a whole year without any annual leave.
Surely the point of annual leave, from a health and safety standpoint, is so you get a break to relax and recuperate. Asked for a week or just a few days off before Christmas period but was told they're overbooked on holidays and I've got no chance. Can they do this?

Yes they can do this, employers have the right to tell employees when to take their leave as long as that complies with relevant legislation.

Though you are correct your holiday bookings should have been honoured though that was a conversation you should have had just after your transfer

I would go back to dom and say you understand there seems to have been a mix up, cam I take one of those weeks earlier rather than the four weeks in Feb a decent dom would either allow it or try and get someone to swap a week for you, am sure there were guys who didn't really want a week at end of November and might swap for a week around school in service days in Feb
