Test Packets - Entrapment ?

Nervous panicky type postie is rushing round prepping, tying up, given more & more flex to do.Loaded up and ready to leave the office.
Manager puts a test packet on his fitting, postie missorts it back to the IPS. Cheap way of getting rid of full timers. Are test letters/packets supposed to be used in this sneaky way ?

I know the self-righteous will say its his own fault but the wrong here is nazi style management in my opinion.

I do not work for Royal Mail but has the manager any authority to put a test package out for delivery??

As far as i am aware Royal Mail have their own independent investigations dept if they suspect any wrong doings

You are supposed to deliver missorts, wilful delay is a sackable offence, surely everyone knows this?

Yes they do and it's also part of their duties to put test letters in post boxes to make sure the post boxes are being emptied correctly

There are 3 types of test letters:


Royal mail instruct their managers to do so many test items over a certain period. Some do it some don't. This is to check local procedures and compliance rates.

There is also the test letters and packets that go through the system to what should be anonymous addresses for the independent review teams that report back to regulator.

Then as you mentioned there is the POIS/IB who do the criminal investigation test packets.

Well at the risk of both agreeing with you and being deemed self-righteous I must point out that the managers test letters and packets are to check local procedures are working and that we are complying with them. If he did a deliberate thing by taking if from the frame and then missorting to IPS. This is technically a crime - Delay of postal packets which if proved Under section 83 and 84 can mean imprisonment for up to 2 years or a fine.

However, unless the postie concerned has a history of doing similar things, or if he has received warnings then dismissal could be seen as an overreaction as his intention was not to deprive the receiver of the item permanently, but merely to delay it. But there is little to no chance (in my opinion) that an ET would agree with me, due to the clause in the Postal Act. Ignorance of the criminality of an act is unfortunately not a defence that is generally accepted.

So while yes it could be seen as Nazi style management at first glance, it all depends on the circumstances. Certainly if it was a first "offence" or an error on the posties part then dismissal was an overreaction. But if it was a deliberate act, and he has previous........

I do not understand how you missort a packet that suddenly appeared on your frame back to the IPS?

Is this person a newbie or not familiar with the round or has form?

Normal 'Test item' are not actually meant to catch posties on 'wilful delay' but it appears that this postie might be one of those that do not take items after they have tied up - I might be wrong...

We get paid to work a certain number of hours - so people should be more careful and avoid rushing around and/or doing unacceptable things to make up time

Sounds like the postie had tied up and just put the packet back on the ips instead of taking it out with him/her.

Should have took it with him,and if he is one of the lazy one's endorsed it dog loose and brought it back,to be honest I would have took it and delivered it,it's not worth the aggro not to.

Seriously all missorts not taken out need to be counted and reported every day if you don't think your dom is doing it then an email to moya is called for, might mean that dom has to put extra couple of hours into the office to get these delivered so a pt member of staff might get a few extra hours

No one is allowed to leave our office till the manager shouts "Check your missorts frame and sign out" - any missorts not taken and explanations will be expected.
