Park & Loop Partner dragging their feet.

What can be done when a P&L partner is taking the piss indoors and out doors dragging their feet basically talking to every Tom Dick and Harry in doors and outdoors texting and facebooking and tweeting every minute when outside and I have to run back and help the partner near the end or we will be going over our time.
Its getting me down I'm getting burnt out over it.
The Dom knows about my partner talking indoors and has shifted the frame away from one particular person that joins in with the talking. I don't want to go in bubbling to the Dom but my hands are tied its really depressing me. the more work I do for the partner the more the partner seems to take the piss? Feel like going sick to be honest.... The partner constantly moans about door to doors, packets, absorpotion, hangs around the van for 10 minutes instead of opening the door get the bag and go. the partner has the shorter loop all the time but I'm always back before by 10 minutes then I have to go searching to say "Get your bag I'm off on my travels" Last to leave the office last back sick of it....

I think you know what must be done. Stop carrying him, if he has the shortest loops he should be delivering the big parcels as a driver, if he doesn't drive or deliver the big parcels he doesn't get the short loops. Only when you start claiming o/t will the boss start giving a ****.

Stay at van after your loop and wait for him,work your time and the dom will find out himself why you are late or not completing

Question is why do it then .maybe your partners tired and has problems at home just go over and book it fuk your Dom if your partners struggling its up to your Dom to maybe put him on an easier workload slagging him off on here isn't going to help anyone why get down about it and burn yourself out claim the docket and tell them why otherwise cut off. U people want to relax a little it's a job some people are generally slower than others and do now struggle it's your work mates look after each other it's us vs doms and managers your Dom will go mad because you go over a little it's his Xmas bonus but fukhim

Don't carry him and work to your time
If the DOM thinks he is going to be paying docket and losing his bonus he will do something about it.
All the time you are doing some of your partners loop he wont speed up and the DOM wont do nothing either.
It happened to me and I slowed up and when they checked the round one day they saw me waiting for my next bag after texting my partner for my next bag 15 minutes before
