DOM Streaming mail on a regular basis.

On a regular basis our DOM is holding back mailsort on a Monday morning and rolling it over to a Tuesday. Firstly is he allowed to do this and with whose authority, I thought only regional directors could authorise the holding back of mail. Any views or advise?

Yes they can, as long as they report the holdover.

As I understand it MS3 (the RM stuff with an M) is not covered by the USO so is of no concern to the regulator. If this is true then technically its not a failure just a delay.

- but MS3 is maybe a third of PPI, which itself isn't a lot compared to DSA, meter and stamped.

The MC peeps on here tell us if they send it to the DO's,it's because it's 'ready to be delivered'.

For the record,a 2nd class pre paid envelope is not second class from when it gets to the office,it may have been in the system for a couple of days.
Surely MS is the same.

Dear Colleagues,

During the recent ADR briefings the subject of ‘Streaming or Skimming’ of mail was raised by a number of reps and subsequently raised by me at the NDG. Royal Mail’s response was that they were unaware of it and it was only anecdotal, they needed firmer ‘evidence’. Therefore could reps please supply the dept via email with any instances where this has occurred or is occurring, naming the office and the manager of the office and how frequently this has occurred, and how the streaming actually occurs. In some cases the decision of what not to deliver has been left to OPGs which in itself is unacceptable. In other instances it forms part of absorption/lapsing where an OPG is taken off a delivery to allow others to absorb the delivery by only delivering the 1c and leaving everything else in the frame.
