1 2014/15 AND FUTURE LEAVE YEARS

1.1 General Principles
Employees in Royal Mail Core Operations, including Logistics, RMSS and Walk Bundling Centres, who perform Scheduled Attendance, will be eligible for

- Payment of SA whilst taking contracted holiday (rather than the first 4 weeks of contracted holiday as previously)
- Payment of SA for Bank/Public Holidays

These arrangements only apply where individuals have SA commitments in line with national guidelines, guaranteeing operational cover in return for the higher SA hourly rate. The arrangements are principally applicable to the frontline OPG role but also apply to other CWU employees.

Payments will be processed locally by the manager/Staff Resourcing Unit, through PSP. Units will therefore need to input payments locally in respect of annual leave and Bank Holidays which have already been taken in 2014/15.

1.2 SA Payments Whilst On Annual Leave
Payments should be made for the individual employee’s in-year contracted holiday (i.e. against contractual holiday accrued in that leave year) and contractual holiday which is carried over from the previous leave year where this has been properly authorised. SA holiday pay will not be paid for additional purchased holiday or holiday brought forward, nor any compensatory days (such as days in lieu generated through operation of Bank Holiday Credits, Bank Holiday overtime working, or Privilege Days).

The guiding principle is to make an SA holiday payment equivalent to what the employee would have received had they performed their contracted SA commitment rather than taken holiday, this will be determined in one of four ways, subject to the further conditions detailed below:-

a) For individuals whose Scheduled Attendance is the same each week; that amount.

b) For individuals whose Scheduled Attendance varies as part of a duty rotation; the average amount of Scheduled Attendance for the rotation.

c) For individuals whose Scheduled Attendance varies on an unforeseen basis (e.g. reserves); the average amount of Scheduled Attendance of the duties the individual is liable to cover.

d) For individuals whose Scheduled Attendance varies on an unforeseen basis where it is not possible to determine the amount of Scheduled Attendance they would have performed; the average of the Scheduled Attendance they performed in the 4 weeks prior to going on leave.

• If an employee takes a whole week of holiday, they should receive SA holiday pay equivalent to their entire SA commitment in that calendar week, including any SA that would have been performed on non-duty days.

e.g. a Tue-Sat worker with an SA commitment on Monday taking an entire week of leave would be due SA holiday pay equivalent to their Mon-Sat SA commitments.

• If an employee takes less than a whole week of holiday they should receive an SA holiday payment based on their normal SA for the days of the week in question, including any SA that would have been performed on non-duty days where these fall entirely within the period of leave taken.

e.g. a Tue-Sat worker with an SA commitment on Monday taking leave on a Saturday and the following Tuesday would be due SA holiday pay equivalent to their Sat-Tue SA commitments. However, a Tue-Sat worker with an SA commitment on Monday taking leave on just a Saturday or Tuesday, but not both, would be due SA holiday pay for the normal SA commitment for the day of leave taken only (i.e. they would NOT be due holiday pay for the Monday rest day commitment).

With the exception of Bank Holidays (see section 1.3 below), attendance will not be permitted on a non-duty day for which SA holiday pay is paid.

Do you have a link to the whole SA agreement as it's nice to go into a meeting with a greater understanding than your manager ;)
