Mail bags being left at neighbours house....

is this the norm nowadays?
This particular neighbour isn't the most well liked on our street and is always falling out with folk....so quite a few neighbours are concerned to say the least that their mail/packets are in this persons possession for a number of hours each day and apparently this has been going on for years!
The ironic thing and quite frankly unbelieverably there is a POUCH box...Large one...less than 10 yards from this persons house!!!!

trouble is, it isnt officially yours until RM delivers it. So where it is in the mean time is RM responsibilty

I am not surprised! I have the same situation where mail is left at a customer's house whereas a mail pouch box is about 40 yards away - which one will reach before going into the customer's drive which is on a downward slope and gravelled.

* The only excuse that could be given is that you can leave more than 2 bags instead but that is just being lazy; and not wanting to think outside the box.

** There are things some posties do that defy logic from a professional point of view. Another example leaving customers parcels in mail trays at a drop off point which happens to be a small convenience store. I should also add that there are is another pouch box that could be used in this case to avoid leaving too much stuff at the store. And the folks were supposed to be working from the back of a van but ignores this so that they can finish early...

*** I have to put up with this nonsense as a reserve that ends up working with these sorts from time to time. I am not a grass; so will not go and make a big fuss to the managers or even higher. The manager know anyways that things are not being done as 'planned' but they have their favourites and are too scared of the seniors.

Pre revision this sort of thing went on. Although if there is a pouch box near by I cannot understand why.

Post revision this will be a sackable offense for someone.

unfortunately not a sackable offence if a register safe drop point

I suppose it could be possible that the keys have been lost for the aforementioned drop boxes, our revision was done 3 years ago but the drop boxes are still there on my delivery and still have the keys for both boxes in the vain hope we will go back to how we used to be.

Pouch boxes or Safe Drops are all OK pre DM revision.

However if the OP has gone through a DM revision then neither is acceptable. For Pouch Boxes the main reason is that ROMEC (IIRC) go round a DOs area some time after a revision and remove all the pouch boxes, unless they have been identified as a HCT refill one.

For Safe Drops unless there has been specific authorisation to continue its use they should have all been cancelled, which means that they are no longer checked or reviewed by Royal Mail, and if any bags go missing its down purely to the postie who used the safe drop without permission. That's probably a sackable offence.
