time off in lieu

I have so far accrued 3 days for bank holidays. am I allowed to request this time back when I want , or is this toil allotted by my manager, and I have bee told by a colleague that I may not get this toil back until after xmas , is this right.

It's what happens in my office when there are bodies sat all over the place when we are over staffed

you can have the time off as soon as you have accumulated it assuming the head count permits.
You cant book august bank holiday now for example until you have had that week off, something may happen which prevents you from taking your A/L. When you return from that weeks leave you may try to book the odd day again assuming the head count permits.
