flexible working application

new one for me
a friend of mine put in a flexi working application and waited patiently for the meeting with the manager.
The manager holds the meeting and declares that he has put the flexi app on hold. He has not ruled it out and has not ruled it in but is not prepared to accept it at this time.
The rules state that a meeting has to be held within 28 days. Then the decision has to be made after 14 days.
The manager is not giving a decision either way.
Really not sure if he can go to appeal but no decision has been made in order to appeal against it.

Think its upto 14 weeks not days!

Flexible working requests dont have to be granted but should get a yes or no reply to the request. The request also has to be sent to HR so if no joy with DOM phone them as well.
