Why is there such a difference between offices getting paid per item for the election material?

Surely it should be a flat rate across the board

Maybe so, but the duty I'm covering this week is a 'deep' rural, only has just over 400 delivery points, yet takes the full 4.5 hrs to deliver. The majority of our office consists entirely of deep rurals, which may explain why our unit payment is on the high side. The townies in our office are quids in at election time, one of them has almost 1000 delivery points (still pre-P&L)

They couldn't afford to have the election material as part of workload as wouldn't be done in time scale they expect, especially addressed stuff, you simply don't have the time to prep multiples of them for same house, apart from Tue, & get them delivered in your time, with the added pkts, tracked, regis, & absorbtion!

You would simply put the prep of the election material on overtime.
Cut off on overtime.

Election material should be on workload, an anachronism that it isn't. They try and use the separation of it from the o/t as a bullying tool, claiming o/t is off while the election run up is on as 'it must all be election related'.
