Seniority over employee being transferred

Hi there I need some advice...

I've been working at RM as a post delivery personfor nearly three years on a 21 hour contract. Most of that time I have wanted to up my contract to 39 hours but there has never been a full time position available. Last week a full time employee handed in his notice but i was only made aware of this today informaly by a colleague (not by my manager).

When I asked my manager if I could take over this full time position she declined my offer because she has already set about transferring someone else from another office to take over the position. I am slightly confused by this because a) I am sure that I have seniority of the person to be transferred ( I started RM before him) b) surely my manager should ask around in the office first before looking for a transfer? And c) I would have thought it would be more beneficial to the office to make use of staff that are already trained on the rounds?

Please help. I'm feeling rather discriminated.

I am in the same boat, I'm a part timer looking for FT but every time a full timer leaves they get a transfer in from another office on the same hours.

A lot of things hold the field.
If a full timer is surplus in their own DO, then they will get the f/t vacancy irrespective of the seniority of any p/t staff in that office.

but ONLY if the are in the same resourcing area, else the Way Forward still holds the field
