How long should a transfer take?

I applied for a reserve job in the distribution part of our mail centre last month and got the position, was told I'd have to wait around 28 days for the transfer to go through. When I asked my manager about a rough date to go as I had to reorganise child care etc I was told that the 28 days is no longer in effect and they can't let me go until they've recruited someone to take my place in delivery.
There were four spare staff members with nothing to do today so I think this is bullshit and she's basically saying she can keep me here as long as she see's fit.
Advice on where to go from here please?

Transfers can only be delayed for 'operational requirements' for up to 28 days.
Anything past that is unfair. Their staffing problems are exactly that, not yours.

Get the Rep/Area Rep if necessary, to pursue this.
It may be you switched because you needed a change of attendance for personal reasons. And that they are now affecting your private life.

It may also be of use to speak to the manager of the unit to which you will be transferring, as they may be able to push for it to happen sooner.
They may have staffing problems of their own, for example.
