Help regarding child friendly hours..

Can someone please point me in the right direction regarding this matter of ' child friendly hours ' does it exist ? is it up to the managers discretion ? did it exist but doesn't any more ?
I've been a postie for 15 years and never had to look into this but with the later start times and job knock gone and the rumours of even later start times surfacing I'm going to struggle to get my 2 youngest kids and that's if I work to my time. I'm not after special treatment and never will look for special treatment but when I asked a lino about child friendly hours he told me they don't exist any more and that even if they did I wouldn't qualify because I had my kids before the hours changed ??
When I pointed out there were other people in the office who were on ' child friendly hours ' he told me they had applied before they had stopped introducing them, the annoying thing is two of the guys I know who are on them don't need to have them at all !! one of them his partner doesn't work and the other the child is about 15 !!

Yes child friendly hours are still in existence and I believe up to child age of 18. You have the right to apply for child friendly hours unfortunately your employer has the right to refuse under operational and business needs. However as you have stated other colleagues are enjoying child friendly hours so not giving your application serious consideration you can look into discrimination and victimisation.

It's now called 'flexible working'. You have the right to apply.
My request was turned down so I'm dependent on a pensioner to collect my children from school.
