National Network Revision – Programme Of Works

Further to LTB 083/14 circulated to Branches on the 14th February 2014 regarding the above subject the department has been made aware that in some localities details of potential Network revision proposals have been released in the field, in advance of the National Joint Statement in relation to the National Network Revision Programme of Works being concluded.

This is clearly out with the agreed revision process which Royal Mail senior management have acknowledged by issuing an instruction to all appropriate managers which confirms that early release of the Network review details is out with our agreed National approach.

They have also requested that local managers remain in process and that no further information is released or proposed until clearance has been given from the Head of Logistics Processing and or the Operational Logistics Director.

Clearly for some this will be considered to be an act of shutting the stable door after the horse has bolted. However, I believe it was very important for our new culture that National management acknowledged that some local managers have acted out with our agreed procedure and as a consequence, in my opinion, caused unnecessary stress and negative industrial relations where we should be trying to build a more positive and supportive environment.

Against this backdrop it would be greatly appreciated if Branches and representatives would ensure that any further infringements of this nature in advance of the Joint Statement being issued are brought to the immediate attention of department. Please note that when the National Joint Statement is agreed and proposals are formally presented ‎locally they will be subject to negotiation in the normal way.
