Has World Class Mail now been accepted

I have been following this Kaizen working practice called World Class Mail for a while now. Listening to the complaints from the employees etc, I myself am of the opinion that it is poring money down the drain, but my question is this:

The CWU has always been in opposistion to this working practice, now that this new agreement has been signed, sealed, and delivered which mentions world class mail.

Has the CWU now capitulated on its oposistion and accepted full implementation as to this new agreement

as far as I am aware the new agreement is not " signed, sealed and delivered" as according to bulletins there is still on going meetings between RM and CWU for a charter to be introduced to ratify the working conditions under a privatised company that still require ratification and a June date has been given for this to be finally settled.

Can we still say NO to WCM ? cos its doing my head in, especially having grief off the WCM team leader for being negative & sticking up for the CWU guidance on not entertaining the damn thing.

Under Section 2 "DELIVERING CULTURAL CHAGE" AND EMPLOYEE ENGAGEMENT there is to be a review which also includes World Class Mail. What exactly the review is to World Class Mail is not made abundantly clear whether it is to be scrapped or adjustments to be made. However it is significant that Mr. Higson who was an advocator of WCM has left the RM executive board.
