IHR with lump sum payment date

I have been offered and accepted IHR with lump sum. The documentation I was sent states that my last day of service is 03/02/2014 and that the payment date is 31/01/2014. I have not received any payment. On enquiring I have been told that the manager who completed the documentation had made an error and that the payment date will now be 28/02/2014. The manager insists he followed correct procedure on PSP and the dates are automatically generated by the system and cannot override them. I have made financial commitments on the basis of the documentation I received. I have requested at least a partial payment however I have been told by planned leavers that nothing can be done and that I will have to wait until 28/02/2014. Is there anything I can do?

I was told that my last day of service was Sept 28th 2012 and that I would get the money the following week ie pay slip 3rd February 2012 and money in bank 4th February 2012,this is exactly what happened,I suggest you get back onto payroll because this is RM's fault and not your's.

You ruled yourself out though, you recognised a mistake you made - cardinal error you didn't blame anyone else.

I signed the forms on 26th Sept 2012 and my last day of service was 28th Sept 2012,got my payslip as usual the following Thursday (4th Oct 2012) and money in the bank on Friday (5th Oct 2012),Jesus that was hard.
