What happens when seniority doesn't apply?

Hey,

There is currently a duty available in our office, and the 4 people that have applied for it all started at the same time.
How does the manager decide who gets this duty, if their seniority is exactly the same??

It could get decided based on who's the oldest? That doesn't sound like a fair system to me. You'd think, they would pick the person who had the best attendance record or something..

What would happen if they gave it to the hardest worker who never was sick, always completed his shift and never claimed overtime. Also no moaning,well there would be uproar..

I was just making a suggestion and obviously it would be decided on their record previous to any illnesses or injuries.

Still don't think its right to give a job to the oldest person.

It's a tie-breaker.
It isn't perfect but it has to be objective and outside the influence of management.
Absence levels are a minefield of dubious discrimination legality, Performance is subjective and difficult to measure.
What would you suggest?

I've seen two guys toss a coin for first pick during a resign, as long as they are both happy with that it wouldn't bother me but I think in this situation there is only one job on offer so it's unlikely the guy who has the agreement in his favour would go for that.
