Management trying to take away weekly hours

Lad at our d.o. Is faced with an involuntary drop in weekly hours from 33 to 27.5
Management say they can do this due to having already offered him a 4 day week which he refused due to being unable to get to the office for the start time.
Obviously I'm not privy to all the info and I won't see they guy for a few days to get all the gen but this doesn't sound right.
Rep says they can't do this, management say they can.

Can anyone shed some light even with these paltry details?

Depends on what hourly contract he is on if he's doing more voluntarily then the manager can cut him back to his contract hours but no less.B

Also depends if he is on a fixed term contract.
When they renew it they can offer what they like.

Permanent 33 hour contract as far as I know. Cheers for the input folks.

He should inform management that he is prepared to work 27.5 hours but he will still have to be paid for 33 hours as per his agreed permanent contract of employment which he has not agreed to any alteration.

if its a permanent 33 hour contract they cannot force him to drop his hours
