It will make it very unlikely that a dispute ever reaches that point.
Whether that's a good thing or a bad thing depends on how many times a dispute is resolved where both parties are genuinely satisfied and that will be difficult to measure.

If mediation becomes a farce where all that happens is the employer's wishes are rubber stamped or branches actively block rule 13 ballots we may see more unofficial walkouts not less. Time will tell I suppose but I have little confidence in this new beefed up IR Framework, It looks like a log jam stalling process to me.

Yes, my thoughts too. Even if you do manage to jump through each of the hoops that is the IR Framework plus, it will be difficult for HQ to ratify a ballot without conceding their flagship policy isn't working. And I doubt whether any real progress on deliveries will be made before being tested at local level by industrial action of some nature.

Vote No, in reality there are problems on a local level that require an outlet, and these will not be addressed with the farcical drawn out national processes proposed in the documents to be voted on. P/T F/T Ratios and the seniority rules for being made up are being widely ignored in relation to part timers. Nothing is being done where I work to reverse this. The length of time this 'deal' has taken to come to the second vote is counter-productive.
