Summer Lapsing starts in January.

We have been told that summer lapsing or absorbing as some call it starts as early as next week. Few years ago this lapsing was to free up holidays in the summer but looks like its a all year lapsing now.
I blame the early birds and runners for this but now they will even come in earlier. The fact of the matter is RM wants to save money and fill your time gap in where you have time spare but my argument is once we have a busy day ie election papers etc and its a letter for every house first class all must go today we need to give them the same treatment I am only working to my hours and cut off.
You started it. But question will be asked by managers Why? can’t you finish? Why cant you go over? How long will it take you? Same old cock n bull and they won’t like it then. But guess what the runners and early birds will come in even earlier to make it work once again...Don’t get me wrong if I have time I will do it but they must also understand if I have not got time on a busier day I am cutting off or leaving some in simple!
When are people going to learn the faster we do this job the more we are going to get.

Surely that depends on the standard?
Who decides the standards?

Take D2D for example.
There is a CWU/RM agreed "should take" time built into the resource times for prepping D2D.
I don't know anybody who can manage to prep D2D in the time allotted.
If that was a standard instead of a resource time everybody in my office would be under-performing.

On a side note, what is the agreement for cutting off? I cut off during Xmas and brought a load back including tracked and leaving a pillar box uncollected. I was taken into the gaffers office the next day and told I should've done a full USO. By doing USO I had to guesstimate what time to come off the IPS to start prepping my round and get it delivered within my time. Is there an agreement in place?

The only national procedure that i know of for cutting off is to inform the line manager you wont be able to complete at the earliest time you realise this. Its then up to them to sort it out.
RM is obligated under the USO, individual postmen are not. I think the manager is saying if you know you wont finish then to address the problem earlier and not just "cut off" without at least informing the manager earlier so they can take steps to manage it.

Started our lapsing today with no advance warning - about five minutes worth each - it actually took longer to get there than to deliver it for two of us in a van - and we still finished early so can hardly complain :(

Because as long as youy have told your manager you will be cutting off in advance there should be no problem!

It's not called summer lapsing. Under pay and mod we agreed to resourcing to workload under the terms of annex a and b. It was linked to a 1.5% pay rise as well.

The new agreement will review this in detail.
