losing a special delivery

hi everyone new poster here.i work in north east office where we van share.my colleague signed for the regs for his duty,he put it through his pda and noticed left it.putting the reg in a tray at back of van.because he was on colections ot he left the n/l packets and reg for me to take in callers office.this is where it becomes dodgy.just recently a numerical order system was introduced to try and help those in caller office cope with xmas pressure.worse still a yorkie with a cardboard box inside was used to throw your regs in.so i took the n/l packets and reg(if there was one)and shot them in numbered yorkies.next day i was informed reg was missing.manager has told me i will not be conducted because the caller office system is flawed.but i recieve counselling.if i agree to this then im basically saying i lost the reg and i honestly dont think i have.whats your thoughts guys and girls?

was it scanned back in the callers ? your not responsible for items once they are in the callers get the rep in dont go in office without the union

so basically a new system was introduced which had extremely obvious security issues regarding regs, the manager is completely aware that the system is inadequate but allows it to continue, the reg appears to have been lost in this system.

Personally i would refuse the counselling and say you want to be taken down the conduct route, as its clear you done nothing wrong from what you have stated, and if he insists on counselling then to lodge a formal grievance against him about it

He wants to council you as he doesnt want to make a big deal of it, he has messed up and put the security of the regs in question, and if he can get you to accept the councilling then the issue is swept under the carpet and the spotlight will not be on him
