safe drop off points...payments....

on a duty this week which has no real safe drop off points(and drivers can't get to meet me around this area due to traffic restrictions/x'mas stalls)...anyway. Spoke to my lino the other day and suggested he went to a local business (which is pretty secure as it's council run/cameras everywhere)..he did and RM and the council I think have come to some sort of agreement....now I always assumed that there is a financial award from RM to whoever or wherever bags are dropped off and kept in a secure environment....talking to staff who work in this office I was alarmed to discover that they won't receive a penny of any payment made by RM to the council...their Head Office would receive any such payment!!)NOT THE STAFF WHO LOOKED AFTER MY BAGS)
Doesn't it make sense to reward the people who are actually looking after RM bags....(which I doubt was ever written into their job description)...there are around 4 staff members at this office who keep an eye on my bags(in an extremely busy environment)..so could a cash payment be made to these folk as opposed to their 'head office'?
And because it quite a secure place..I am not allowed to go into the room where my bag are kept....instead one of these staff members has to go into the room to retrieve my mail bag/bags.
What would happen if one of these staff members hurt their back in the process. Because today I told them to let me pick my bags up. But was told I wasn't allowed beyond the desk I was stood at.

I was told that £100 to £200 was the going rate Clash....(per year of course).
