I've just read all the agreement and there is some interesting stuff for PT staff, mainly this section:

2.7.6. ​Employees will not be employed on a temporary contract exceeding two years unless it has been agreed by the Employer and the Union that there are very exceptional circumstances. The position of temporary contract Employees will be kept under regular review, with a view to converting to permanent contracts where and when possible.

2.7.7​ The level of part time Employees’ contracted hours will be jointly reviewed locally on a six monthly basis. Where appropriate, increased contracted hours will be offered to reflect the hours actually worked and planned.

2.7.8 ​The review due in October 2013 of the changes to the Managing the Surplus Framework terms referred to in paragraph 2.3 of the Job Security, Resourcing and Managing Change Agreement has been undertaken, the current terms have now been further extended and the next review will be in January 2015. In undertaking this review, the terms of the Managing the Surplus Framework shall not be subject to the legally binding undertaking in paragraph 2.6.
There are at least half a dozen people in my section that should benefit from this and I'll be mentioning it in WTLL tomorrow. Assuming the vote goes through, Make sure your rep is aware of it and make sure he is doing his job properly and pushing for the agreement to be honoured.

The interesting fact is it's a direct copy&paste from the Job Security, Resourcing and Managing Change Agreement Section 3 from August 2012.

3. Royal Mail Resourcing and Managing Change Principles

The following principles represent Royal Mail’s approach to resourcing and
will be applied throughout the business:

3.1 The overall resourcing model for Royal Mail’s ongoing business
strategy and its operations will continue to be predominantly full time
supported by part time employees. The overall national mix is
expected to continue to be three quarters full time and one quarter part
time.

3.2 Royal Mail employees will be employed on permanent contracts,
except where there is a genuine short term need identified. CWU will
be consulted in advance where there is any such requirement.
Temporary contracts will not exceed two years unless it has been
jointly agreed that there are very exceptional circumstances. The
position of temporary contract employees will be kept under regular
review by the local parties, with a view to converting to permanent
contracts where and when possible. Additionally, where change
programmes have been completed and bedded in, the status of
temporary contract employees will be reviewed and converted to
permanent contracts unless there is no need for this additional
resourcing or where there is an identified and agreed need to continue
with a fixed term contract. Royal Mail confirms that as part of the
review of this agreement, it is the aspiration to reduce the length of
temporary contracts to no more than one year.

3.3 The level of part timers’ contracted hours will be jointly reviewed locally
on a six monthly basis. Where appropriate, increased contracted hours
will be offered to reflect the hours actually worked and planned.

3.4 Agency workers are intended to cover short term or unforeseen
resourcing needs expected to last for periods of no more than 12
weeks, which cannot be covered by offering additional earnings
opportunities to existing employees whilst maintaining quality of
service. In the rare circumstances that employment exceeds 12 weeks
the comparable pay provisions of the agency workers’ regulations will
apply.

3.5. It is essential that the ongoing local resourcing requirements are
subject to regular consultation between Royal Mail and CWU as part of
the mandatory weekly resourcing meetings.



I would imagine your rep already knows about it and if he hasn't done anything about it...

Well ive worked full time hours since our P&L began over 8 months ago (im a 32 hour contract) and will i get made up to 39? will i bollocks!

Pt staff in my office regularly put in 40 plus hours in they unlikely to get hours made up.
If you look at all ot performed in the office on a weekly basis you'd probably have an argument for several more vacancies. Either p/t or full time. P/t would help increase cwu members and increase jobs greater than full-time. Plus its cheaper for rm to employ p/t. We all underperform on our duties so the belief will be no extra staff or hours needed. This would be a backward step to efficiency savings, not to mention most posties will not perform the job correctly. Therefore the walks are not too big. So wave it good bye.

This was agreed between Bob Gibson and Mike Newby 16 months ago. When I showed it to my DSM,
he said that Bob Gibson was a nice bloke and he had never heard of Mike Newby !
Officially I am not a permanent member of staff; I am though because I haven't received or signed a
new fixed term contract.
This makes me permanent as the company has continued to offer me work and pay me.
If the Unions legal team pursued these loopholes many staff would be better off !
